SCHOOLS GAMES FEDERATION OF INDIA

 Constitution

ARTICLE  1

Name:  The name of the Federation shall be  “SCHOOL GAMES FEDERATION OF INDIA”.

ARTICLE  2

Jurisdiction and headquarter :

The territory under the jurisdiction of the Federation shall be the Indian Union and its Headquarter shall

be any place as may be decided by the Executive Committee.

ARTICLE  3

Official Year:

The Official Year of the Federation shall be from 1st April of the year to 31st March of the following year.

ARTICLE  4

Aims, Objects, Functions & Duties:

1.  To encourage promote and popularise all recognised Olympic games, and other games and

sports as may be decided by the Federation from time to time, amongst the school boys and girls

of India.

2.  To work for the physical welfare of school boys and girls of India.

3.  To co-ordinate and encourage all activities in connection with School Games and Sports in India

and abroad.

4.  To hold Zonal, National and International sports meets and trial matches for school boys and girls

at such places and time as may be determined and to award certificates and prizes for National

Schools Games and Sports.

5.  To secure adequate participation of school boys and girls in International contests organised by

the International Schools Games Federation or similar other agencies as may be approved by

the Federation.

6.  To organise and hold coaching and training and refresher courses for the promotion of the games

and sports.

7.  To attempt quality improvement in the school boys and girls in the field of sports and games by

organising special coaching camps for those selected to participate in National and International

events in sports and games.

8.  To take such steps as may be necessary to find out talents in sports and games and help them to

improve their performance through technical guidance, to secure financial assistance and to

maintain continuity in their pursuit of sports/games development, with the help of the Central

Government as well as State Government and Centrally Sponsored areas.

9.  To lay down rules and conditions for the registration of School players at all level.

10. To lay down rules and regulations for the affiliation of the members with Schools Games

Federation of India and for their proper functioning.

11.  To take disciplinary action against the members and their officials and office-bearers in relation to

the Schools Games Federation of India.

12.  To collect, receive and acquire grant, funds, donations, contributions, trophies, shields, awards

and other properties, movable and immovable on behalf of the Federation.

13.  To levy affiliation and other fees from its members for the proper discharge of its functions.

14.  To seek affiliation with and recognition by the competent National and International bodies.

15.  To invite School Students teams and officials to the Country and to organise International Meets

and Champion-ships and conduct tours by foreign team in this country.

16.  To arrange representation of the Schools Games Federation of India in International bodies,

Asian bodies and their meetings.

17.  The Federation will only deal with amature game as defined by the Competent National and

International bodies.

18.  To develop character and personality of school boys and girls through sports.


 

ARTICLE  5

Affiliation

The Federation, if found necessary, shall affiliate with the International Schools Sports Federation and

Indian Olympic Association and its National and International Organisations for sports and games on the

conditions mutually agreeable.

 ARTICLE  6

Membership

The federation shall consist of Patron in chief & State / UT / Unit's Members:

1.  PATRON-IN-CHIEF:

Eminent person who has very broad knowledge and state level experience in the field of sports

administration, general administration and legal matters and who has successfully completed five or

more years in School Games Federation of India as office bearer may, on the recommendation of the

Executive Committee SGFI, be elected by the General Council to become Patron-in-chief of the

Federation. A person shall be most preferred who is First class officer in a state government

administration. Patron-in-chief shall have the right to attend and vote at all meetings of the General

Council of the Federation.

2. STATE MEMBERS:

Each State or Union Territory or Official State / National Organization for the promotion of sports and

games for school children and recognized as such by the state/ central government shall be eligible for

membership of the federation. Any other organization registered by firms & society of the all India status

catering to sports and games of the school children can also be recognized by the federation. Each

affiliated unit shall nominate two representatives to the General Council. At that time the nominated

representatives should be working compulsorily with the concerning organization. The retired persons

may not be the nominated representatives at any condition.

3.  GENERAL

The application for the new membership of the Federation shall be submitted in the prescribed form

(Annexure-1) with the requisite information and requisite fees Rs. 50,000/-. Only on obtaining the

required information / documents from the applicant unit like details of competent authority, CPIO,

appellate authority, certified copy of registration number, certified copy of constitution & certified recent

list (latest of two years) of management by firms & society registrar, details of annual participation &

organization in S.G.F.I. activity and after the examination of these information the new affiliation will be

granted by the Executive Committee of the federation subject to confirmation by the general council of

the federation. The executive committee shall have the authority to register or reject any application for

affiliation without assigning any reason. The executive committee shall have the authority to discontinue

or suspend the affiliation of a member if the requirements of the federation are not satisfied or in the

opinion of the executive committee, member is considered unfit to discharge its function properly. This

will, however, be subject to an appeal to the general council. In the mean time the orders of the executive

committee will remain enforced.

 ARTICLE  7

i) Renewal of Affiliation:

Affiliated unit is bound to renew the affiliation every year. As per annexure-2 for the renewal of the annual

membership, the members must compulsorily give their application till the month of February in the

current financial year itself. For the renewal of membership it is mandatory to submit the information /

details by affiliated units, like details of affiliated unit & competent authority, declared CPIO & appellate

authority, details of financial dues, information regarding annual participation & organization in S.G.F.I.

activity, certified registration, copy of the certified registration number, certified copy of latest amended

constitution, certified recent list (latest of two years) of management by firms & society. While proposing

for renewal of annual membership there should not be any dues pending on the part of proposing

affiliated unit. The affiliated unit has to comply with all the requirements as per the Annexure-2 for the

renewal of affiliation. Any affiliated unit which fails to comply with those requirements will not be granted

renewal of affiliation till such time they furnish requisite information, financial obligation and accordingly

the activities of SGFI. Further, failure on the part of any affiliated unit to meet the financial obligation

within the prescribed time shall deprive the said member of the right to vote at the meetings of the

federation, from participation in National School competitions / other activity of S.G.F.I. either run by the

federation or by an organization registered with it and from all other rights and privileges. Further

defaulter unit would also not be entitled for railway concession provided to recognized affiliated units for

the National School Games Championship auspices in SGFI. Such rights and privileges in both cases

will be restored on fulfillment of the requirement as mentioned in annexure-2 and payment of all arrears

dues. The proposals of annual affiliation received in SGFI office on time will be presented in the coming

executive committee meeting and shall be discussed on the annual affiliation. The approval for the

renewal of annual membership will be granted by the executive committee of SGFI subject to

confirmation by the General Council.

ii)  Annual Membership Fees:

Annual Membership Fees will be Rs. 50,000/-. The Annual Membership Fee of a State / UT / Unit shall be

payable along with the application and within first six months of each year. Failure on the part of any

Member to meet the financial obligation without the prescribed times shall deprive the said member of

the right to vote at the meetings of the federation, from participation in competitions either run by the

Federation or by an Organization registered with it and form all other rights and privileges. Such rights

and privileges in both cases will be restored on payment of all arrear dues & fulfillment of the requirement

as mentioned in Annexure-2.

iii) Registration, Identity Card & Certificate Fees:

Registration, identity card & certificate fees for participation in National School Games will be Rs. 60/- per

player borne by concerning Affiliated Unit (team). The Executive Committee shall have the power to

increase the Registration Fees, Identity Card Fee, merit certificate fees & participation certificate fees for

competitions and championship.

iv)  International Tour & Other Expenses:

The affiliated unit has to bear Rs. 50,000/- per selected player of their unit as expenses of international

tour, kit, local transport and other expenses in case of participation in the International Schools

tournament, which is mandatory.

 ARTICLE  8

1. Management:

There shall be a General Council of the Federation composed of:

i) Patron-in-chief

ii)  Two representatives of each affiliated unit.

2.  Power and Functions of the General Council:

i)  The General council shall be the controlling body of the federation. All authority shall vest in it.

The council shall have the authority to delegate and vest its own authority to any committee, sub-

committee, officer-bearer or member.

ii)  New Affiliation & renewal of affiliation granted, suspended or rejected by the executive

committee is subject to ratification of the council.

iii)  It shall hear appeals against orders and decisions taken by other organization of the federation.

iv)  The general council shall meet at least once a year. The duties of the general council shall be to

formulate the policies of the federation and the principles on which this shall be carried out.

v)  It shall also consider the audited statement of accounts and the annual report of each year and

offer its remarks wherever necessary for guidance of the executive committee.

vi)  To give approbation of deputation of additional secretary, assistant secretary, office secretary &

other staff of SGFI secretariat who are deputed by Secretary General.

3. Executive Committee:

i)  The direct management and control of the affairs of the federation shall be vested in an executive

committee which shall be composed of:

a) President

b) Eight Vice-Presidents

c) Members

d)  One Honorary Secretary General

e)  Eight Honorary Joint Secretaries

f) One Honorary Treasurer

ii)  Election of the executive committee:

The General Council shall first elect

a)  The members of the executive committee equal to the number of affiliated units of the Federation

and at the rate of one representative from each affiliated unit.

b)  From amongst the elected persons the General council will elect the following office bearers for a

period of 4 years.

i)  President

ii) Eight Vice-Presidents

iii)  One Honorary Secretary General

iv)  Eight Honorary Joint Secretaries

v) One Honorary Treasurer

c)  The remaining elected persons shall be members of the executive committee.

d)  An accordited member once elected to any post of the federation shall continue to hold federation

post till the expiry of term for which he has been elected.

e)  The president of S.G.F.I. can hold the office for a maximum period of 12 years with or without

break.

f)  The Secretary General SGFI and the Treasurer of S.G.F.I. may serve a maximum of two

successive terms of 4 years each after which a minimum cooling off period of 4 years will apply to

seek fresh election to either post.

g)  The President, The Secretary General & The Treasurer of S.G.F.I. shall cease to hold that post on

attaining the age of 70 years.

4.   The executive committee shall meet atleast 4 times in a year and once in each quarter of a year.

5.   The life of the executive committee shall exist for a term of 4 years New executive committee

shall be formed after 4 years. Office bearers shall be eligible to seek reelection as such after the

expiry of a term of 4 years provided that in the event of election for the next term for President,

Secretary General and Honorary Treasurer one shall be deemed to have been elected only if he /

she secures not less than 2/3 rd majority of the votes of the members present at the meeting.

6.   After the approbation in General Council, Honorary Secretary General will depute temporary

base for his assistance in S.G.F.I. secretariat office the following staff on a fixed honorarium /

vehicle / petrol expenses (conveyance).

[A] One Additional Secretary

[B] Two Asst. Secretary

[C]  Three office Secretary

[D] i)  4 Class worker as needed

ii)  One Accountant

iii)  One Computer Operator

iv) One Translator

7.   With the approbation of general council some international / national personalities from sports

and sports administration may be nominated for different committees. They will be invited to

attend the executive committee & general council meetings but they won't have the right to vote.

8.  Election Bye-laws:

Election of Office Bearers and nomination of Executive Members of S.G.F.I.

1.  Short Title & Definitions:

(1)  These Bye Laws shall be called the “Election Bye Laws” and shall govern the conduct of Election

of Office Bearers and Members of Executive Committee of School Games Federation of India.

(2)  In these Bye Laws, unless the context otherwise requires “-

(a)  'Clause' and 'sub-clause' mean the clause and sub-clause of these Bye-Laws.

(b)  'Executive members' means Member of Executive Committee of School Games

Federation of India.


(c)  'Form' means the Form appended to these Bye- Laws.

(d)  S.G.F.I. means School Games Federation of India.

(e)  'Post' includes the office of Patron in chief President, Secretary General, Treasurer, Vice

President, Joint Secretary and Member of Executive Committee of S.G.F.I. & staff

including the staff of Secretariat of SGFI deputed on temporary basis.

(f)  'Rule' means the rule of Rules and Regulation of S.G.F.I.

(g)  Affiliated unit means: the education department / sports department of state / units

government and various national level school organisation governed by government of

India and any other organisation of the all India status catering to sports and games of the

school children which is recognised by the S.G.F.I.

2.  Executive Committee:-

(1)  The 19 (nineteen) Officer Bearers shall be as follows:

1.  President 01 (One)

2.  Vice President 08 (Eight)

3.  Secretary General 01 (One)

4.  Treasurer 01 (One)

5.  Joint Secretary 08 (Eight)

3. Manner of Election:

(i)  A notification of the election will be released by the Secretary General to all the members of

General Council before 60 days of the election denoting the date, time and venue.

ii)  The affiliated units to whom the current year's (the current year here means the financial year in

which the election notice is issued) annual recognition is not provided or affiliated unit who have

not made clear their financial liabilities, those units will be declared as defaulter units. The list of

the defaulter affiliated units and will be released and notice to submit the required document for

current year's renewal of affiliation and deposit the affiliation fee, international tour expenses /

other dues will be sent along with the notification of the election. The defaulter will not be allowed

to participate in the Election process (nomination of office bearers & voting power) and will not

have the right to vote if the current year's renewal of affiliation certificate is not submitted & dues

are not made clear till election.

iii)  In the election notification it'll be made clear that two nominated representatives from each unit

will participate in General Council Meeting as per the norms described in the constitution of

S.G.F.I. The member signed by the competent authority of the related unit only then the right to

participate in the election process and to vote will be provided.

iv)  The persons from sports administration field or law expert will be appointed as the

returning officer to perform fair election. The returning officer will be provided with all the

documents related to the election viz. the audit report of CA for last four years, list of valid

affiliated units whose current year annual affiliation (recognition) has been provided, list of dues

and non-dues and list of the eligible members. The returning officer will appoint the presiding and

polling officer for her assistance.

v)  Before the election the returning officer will release with his signature the list of eligible units on

the basis of dues and no-dues subject to current year's renewal of affiliation. Then the list of the

eligible members from the eligible units will be declared on the basis of nomination letter of

affiliated units. All these documents will also be displayed on the notice board outside the polling

center.

vi)  No one will have the right to vote without the authority letter issued by the competent authority of

the concerning unit. All the authority letters will be presented before the returning officer before

the election meeting. The attendance will be decided accordingly and then the eligible members

will sign on the roll. All these letters along with the attendance sheet will be put up to the returning

officer before the election.

vii)  If any member wishes to deposit his dues before the election meeting, he may submit the due

amount through a demand draft along with an application to the returning officer. The returning

officer will have the right to accept the same after proper investigation. The name of such

member/ unit will be cut off from the defaulter list after the acceptance of the application and he'll

be allowed to participate in the election meeting and to vote as well. In this respect the decision of

the returning officer will be final and all these cases will be kept on record by the returning officer.

viii)  If any member has some objection, he may submit his application, along with the

evidence, before the returning officer. All the cases will be solved after consideration by the

returning officer by the acceptance or non-acceptance of the application. All these cases will be

kept on the record. The final voter list will be declared only after the above said procedure. Then

the election of officer bearers will be held accordingly.

ix)  Office Bearers of S.G.F.I. shall be elected by secret ballot.

x)  Election shall be held at the Annual General Council Meeting (AGM) in accordance with the

procedure prescribed hereinafter, from amongst the representatives of the valid & non-defaulter

member of Affiliated Unit.

4. Electoral College:

(1)  Two representatives from an affiliated unit (to which the current year's annual affiliation is

allotted) shall have the right to participate in the process of election of office bearers. These two

representatives shall participate in the Annual General Council Meeting for the election through

their affiliated unit.

(2)  Among these two representatives the competent authority of affiliated unit will nominate one

representative for executive committee.

(3)  Each affiliated unit shall intimate the name(s) of their representative(s) mentioned in Sub clauses

(2) and such intimation shall be addressed to the Secretary General of S.G.F.I. in their letter duly

signed by Competent Authority of affiliated unit.

(4) The Secretary General of S.G.F.I shall prepare the list of the authorised representatives of the

affiliated unit in Form 1, and display the same on the website of S.G.F.I.

(5) The Secretary General shall also furnish a duly authenticated copy of the list mentioned in sub-

clause (4) to the Returning Officer as soon as may be after his appointed by the President of

S.G.F.I. under clause (5) below.

5. Returning Officer:

As soon as may be before / after the issue of the Notice for the Annual General Council Meeting (AGM)

the President of S.G.F.I. shall nominate a person as Returning Officer for conduct of Election of Office

Bearers of S.G.F.I. in accordance with the provisions of these Bye Laws.

6.  Nomination of Candidates:

a.  The nomination of a Candidate for election as Office Bearer shall be made in Form-2.

b.  The nomination of a candidate for election as Office Bearer shall be proposed by one of the

representatives of affiliated unit whose name is included in the Electoral College list in Form 1,

and also subscribed by 1 (One) such representatives as seconder.

c.  Each candidate shall be entitled to be nominated by not more than 1 (one) nomination paper.

d.  Each Nomination paper shall be Delivered personally to the returning Officer in person by the

candidate himself / herself.

e.  No person shall be eligible to nominate more than one candidate for the same post, either as

proposer or seconder; and , if he so does, his / her signature on the nomination papers delivered

second in point of time to the Returning Officer shall be deemed to be inoperative.

f.  No person shall be permitted to withdraw his / her name as proposer / seconder, once the

nomination paper subscribed by him / her has been delivered to Returning Officer.

g.  The Returning Officer shall prepare a list of an nominations received by him, post wise, in Form 3,

and publish the same in a conspicuous place or website of S.G.F.I.

7. Scrutiny of Nominations:

1)  The Returning Officer in his Office shall scrutinize each nomination paper, one by one, received

by him, and determine its validity or otherwise.

2)  At the scrutiny of nominations, each candidate or one of his / her authorised representative shall

have the right to be present and raise any objection in relation to nomination of a candidate for the

post for which he / she has filed his / her nomination.

3)  As soon as may be after the scrutiny of all nomination papers has been completed by him, the

returning officer shall prepare a list of validly nominated candidates in Form4. And the contesting

candidates can take a copy from the returning officer.

8.  Withdrawal of candidates:

1)  Each candidate whose nomination has been found valid on scrutiny shall be entitled to withdraw

his / her candidate.

2)  Notice of withdrawal of candidates shall be submitted in Form 5, either by the candidate himself /

herself or by a person duly authorised by him / her in writing.

3)  Notice of withdrawal of candidature shall be final and shall not be allowed to be cancelled.

4)  The returning officer shall accept the notice of withdrawal if he is satisfied as to the genuineness

of the notice.

5)  The returning officer shall prepare the final list of contesting candidates in Form 6, display a copy

of the said list in conspicuous place and on federation's website. And also furnish a copy of the

same to each of the candidates/their authorized representatives, if they so demand.

6)  The names of the contesting candidates in Form 6 shall be arranged for each post, in

alphabetical order according to English alphabets.

9.  Uncontested Returns; And Contested Elections       :

1)  Where the number of contesting candidates for any post or category of post, in Form 6 is equal to

the number of posts to be filled, all such contesting candidates shall be deemed to be duly elected

unopposed to those posts, and it shall not be necessary to take a poll for election to such post.

2)  Where the number of contesting candidates for any post or category of post, in Form 6 is more

than the number of post to be filled, a poll shall be taken by secret ballot for those posts remaining

unfilled.

3)  The ballot papers for these posts remaining unfilled shall be in form 7 to form 12 to be made

individually for each post.

4)  The names of contesting candidates on the ballot papers shall appear in the same order as in

Form 6.

10.  Poll :

1)  The poll for the post remaining unfilled under clause 9(2) above shall be taken post-wise and

shall commence at During the AGM at the Agenda item elections, at venue of the election.

i) Case one vote for each of the posts remaining unfilled, where only one such seat is to be filled.

ii)  Cast as many votes as are the no. Of seats to be filled for any post, where more than one seat

     is to be filled.

2)  Each contesting candidate can nominate one person, (if he/ she so desires), only from amongst

the authorised representatives list of PCI, to be present at the poll (polling station).

3)  At the poll, each authorised representative of affiliated unit whose name is included in the

electoral college list in form 1, shall be entitled to

i)   Case one vote for each of the posts remaining unfilled, where only one such seat is to be filled.

ii) Cast as many votes as are the no. Of seats to be filled for any post, where more than one seat is

    to be filled.

Explanation: it is hereby clarified that for the purpose of filling eight seats of vice presidents, each voter

can cast up to eight votes, and, like-wise, for eight seats of joint secretaries, he/she can cast eight votes

respectively.

4)  In case any voter casts his / her vote for more than one candidate, or for more than four or five

candidates, as the case may be, his / her vote for that post shall be invalid.

5)  Each voter shall be required, before he is supplied with a ballot paper, to give his/her signature on

the authenticated copy of the electoral college list in form 1 used by the returning officer for taking

the poll.

6)  The voter shall record his /her vote on the ballot paper in secrecy in a voting compartment

specially provided for the purpose at the polling station.

7)  The voter shall record his /her vote on the ballot paper by placing a tick mark (v) against the name

of the candidate of his / her choice, and any other mark, like (x) etc. Or word, placed on the ballot

paper by him / her shall render the ballot paper liable to rejection.

8)  The tick mark (v) to indicate the vote shall be placed by the voter only by means of article

specifically provided for the purpose by the returning officer, and a ballot paper marked otherwise

by means of any pen, ball point pen, etc. By the voter shall render the ballot paper liable to

rejection.

9)  The ballot paper marked by a voter shall be deposited by him / her in a ballot box specially

prepared and sealed by the returning officer and placed at such a conspicuous place in the

polling station that it shall be constantly visible to all present in the polling station.

10)  The returning officer shall close the poll at the appointed hour, however, all those voters who are

present at the polling station at the appointed closing hour shall be entitled to vote even if the poll

proceedings have to be continued for some more time.

11)  After all the voters referred to in sub-clause (9) have voted, the returning officer shall close the

ballot box and shall not permit thereafter any person to vote.

12)  Polling will be done in below order:

i)  President

ii)  Secretary General

iii)  Treasurer

iv) Vice presidents

V) Joint secretaries

11. Counting of votes:

1)  The returning officer shall take up the counting of votes as soon as may be after the polling for

any post is complete.

2)  Each contesting candidate can nominate one authorised representative (as clarified in s.no.10

(2)) and he / she shall be entitled to be present at the place of counting of votes.

3)  The returning officer shall take up the counting of votes, post-wise and category wise, where

applicable.

4)  Each ballot paper on which a vote has been recorded in accordance with sub-clauses (3) to (8) of

clause (10) shall be treated as one vote for the candidate for whom it has been validly marked.

And if any ballot paper has been marked in violation of any of the aforesaid provisions of sub-

clauses (3) to (8) of clause (10) shall be rejected by the returning officer.

5)  The votes validly cast for each of the contesting candidates shall be counted post-wise and

category wise where applicable. And recorded in the descending order of the votes so cast for

each candidate in form 14.

6)  The returning officer shall thereafter ascertain the result of counting and subject to the provisions

of the rules, the candidates who have secured the maximum no. of votes in the said descending

order, post-wise and category wise, where applicable, equal to the no. Of seats to be filled for

each post category of post, where applicable, shall be deemed to have been duly elected to those

posts.

12.  Declaring of Results:

The names of contesting candidates who shall be deemed to have been elected at the election in

accordance with sub-clause (6) of clause (11) shall be declared as having been duly elected to their

respective post, by the returning officer at the annual general meeting (AGM) in the form 15.

The name of the elected office bearers and executive committee will be declared by the returning officer

after the completion of the election and they'll be provided with the 'elected certificate'.

 


 

 

 

 

                                                           

ARTICLE  9

Duties and powers of the Executive Committee:

1.  To endorse the policies, decisions, resolutions and directives of the Council and their

Committees and sub- committees.

2.  To conduct and administer the day to day work of the Federation.

3.  To exercise the authority of Federation, in discharging the function of the Council according to the

rules and regulations.

4.  Admit to membership, under the rules, any one applying, if deemed fit.

5.  Frame, add or alter or repeal rules and bye-laws consistent with the objects of the Federation, for

carrying out all its purposes

6.  Extend time for payment or remit partially the subscription of any member, if considered

desirable.

7.  To collect, disburse, invest and control all funds and properties of the Federation.

8.  Impose or conforce penalties, suspend, expel and take disciplinary action against any member

or competitor for any violation of the constitution, rules, bye-laws or decisions of the Executive

Committee or for any other reasons whatsoever which may be deemed to be sufficient.

9.  Institute, locate, conduct and manage all meetings, prompted for the selection of India's

representative at International contests.

10.  Convene National School Championship Meets in International, indigenous, regional & Indian

games every year under the auspices of the Federation.

11.  Lay down rules for the conduct of all games and sports in conformity with official rules of National

Federations. The Council may, in the interest of organisational facilities, add or alter the rules.

12.  Appoint Zonal Committees and Sub-committees, if and when necessary for any matter brought

before it. Zones shall be conveniently grouped by the Executive Committee.

13.  Secure by purchase, lease, gift or otherwise property (movable or immovable) whether subject to

any trust or not for any or more of subject of the Federation

14.  Hear appeals made in writing by any of the members or any person or organization made against

any decision or any member of the Federation and give its decision.

15.  Take such steps as may be necessary for the exercise of any of its powers or for the discharge of

any ot its duties.

16.  Fill up any vacancy arising among either office bearers or members of the Executive Committee

by nomination for the life of the Executive Committee.

17.  Interpret the Constitution, Rules and bye-laws of the Federation and decide matters not included

therein.

18.  Delegate any of its powers to any of its affiliated members or any other organisation. The decision

of the Executive Committee shall, in all cases, be final and be operative unless and until over rule

by the General Council.

19.  Form 'Officials' and 'Referees' Board/ Panels .

20.  Carry out such assignments/ projects as may be approved by the General Council in the interest

of the promotion of games and sports amongst the school children.

21.  Appoint Assistant Secretaries and select persons for co-option on the Executive Committee.

22.  All affiliated units and office bearers shall be bound to carry out the orders and decisions of the

Executive Committee, and the Council of Federation and its office bearers authorised for the

purpose. The Federation shall have authority to take disciplinary action against a member

association which fails to carry out the orders, decisions and directions of the Executive

Committee and the Council of the Federation and the duly authorised officials of the Federation

or default in payment of dues as demanded by the Schools Games Federation of India, or

otherwise, becomes guilty of an act of indiscipline, or act in improper manner or deliberately to

bring bad name to the Federation.

 ARTICLE  10

Powers and duties of office bearers:

1. PATRON-IN-CHIEF:

Patron in chief of the SGFI shall be chief coordinator & advisor of SGFI. His duty will be to monitor

whether SGFI activities are performed as per basic principles of SGFI. SGFI may receive the advice form

Patron in chief & benefits of his experience time to time. The Patron in chief shall have right to attend &

vote at all meetings of General Council of the federation. The tenure of patron in chief will be same as the

tenure period of current constituted executive committee & office bearers.

2.  PRESIDENT:

The President of the Federation shall be Chief Administrator and shall be responsible for giving proper

effect to its Constitution and subject to the approval of the Executive Committee, shall exercise a general

control over the affairs of the Federation. He shall be the ex-officio Chair-man of the Executive

Committee and shall preside over all meetings and in his absence one of the Vice-Presidents shall

preside and in their absence the meeting shall elect its own Chairman. The Chairman of the meeting will

have a second or casting vote.

3. VICE-PRESIDENT:

The Vice-President of a Zone shall act as Chairman of a Zonal committee of his jurisdiction, if formed for

any purpose. The Vice-President should be incharge of Zonal Meets organised in their respective Zones.

The Vice-President should work as the Chairman of Zonal Committee in his jurisdiction and of the Jury of

appeal of Zonal meets organised in his Zone and a member of the Technical Committee that may be

formed for organising National Meets.

4. HONORARY SECRETARY GENERAL:

(i)  To look after the welfare of the Federation and the affairs in accordance with the rules,

regulations, bye-laws and directions of the President, the Executive Committee and the council.

(ii)  To carry out all correspondence on behalf of the Federation and the President.

(iii)  To call all meetings and prepare and compile agenda for such meetings in consultation with the

President.

(iv)  To record and maintain the minutes of all meetings and circulate within 30 days.

(v)  To give effect to all resolutions of the Executive Committee and the General Council.


(vi)  To maintain proper all papers, upto date records, documents, registers, and property of the

Federation and preserve them.

(vii)  To carry out all other duties as may be entrusted to him by the General Council, Executive

Committee and the President of the Federation, and prescribed by the Constitution, Rules,

Regulations of the Federation.

(viii) To prepare annual report of the activities of the Federation.

(ix)  To keep a complete record of all Competitions and Tournaments held under the auspices of the

Federation.

(x)  To call for any paper and information from affiliated units and other office bearers of the

Federation necessary for the disposal of any matter and perform such other duties as may be

prescribed by the Constitution, Rules, Regulations and bye-laws of the Federation.

(xi) He shall have powers to call meetings of the Executive Committee and selection Subcommittee

in accordance with the decision of the Council or under instructions from the President as laid

down under the rules and to generally co-ordinate activities of all other wings of Federation.

(xii)  He may be allowed to keep an imprest cash for defraying urgent expenses and may provide

money to his office staff to fulfill the daily needs.

(xiii) He will function generally under the direction of the Executive Committee and the President.

(xiv)   Honorary Secretary General for his assistance in SGFI secretariat office shall depute 01

additional secretary, 02 Assistant Secretary, 03 Office Secretary, IV class workers as needed, 01

accountant, 01 computer operator on fixed honorarium / vehicle allowance / petrol expenses

(conveyance).

(xv)  Secretary General SGFI shall be the Appellate authority of SGFI under RTI Act 2005.

(xvi)  The Secretary General shall have the authority to depute observer, technical officers, referees

and SGFI officials for successful operation of National School Games.

(xvii)  The Secretary General shall publish & distribute the work & functions conducted during National

School Games, National Coaching Camp, National Orientation Training Programme & meetings.

5. JOINT SECRETARY

The Honorary Joint Secretaries shall perform such duties as will be specifically assigned to them subject

to the general control by the Honorary Secretary General. They shall work as Conveners of Zonal

Committees if and when formed by the Executive Committee for proper organization and conduct of

National meets. Joint Secretaries should be responsible for carrying out all duties under the general

directions from the Honorary Secretary General in respect of the National Meets that may be organised

in their respective jurisdiction.

6. HONORARY TREASURER :

The Honorary Treasurer shall, subject to the general control and direction of the Executive Committee

and its Financial sub-committee, shall be responsible for :-

(i)  Receive all moneys, membership fees, contributions, donations grants, international tour & other

expenses etc. from its affiliated units, individual members, and other individuals and deposit with

the bank approved by the Executive Committee, issue receipts as and when required and

maintain proper accounts. All moneys thus received should be credited into the account of the

Federation within 7 days from the date of receipt of money.

(ii) Have charge of all funds of Federation.

(iii)  Operate banking accounts of the Federation.

(iv)  Withdraw money from time to time as may be approved by the Executive Committee and

sanctioned by the President/Secretary.

(v)  Inform the Executive Committee of the financial position of the Federation at its every meeting.

(vi)  Cause the accounts of the Federation to be duly audited.

(vii)  Frame annual budget of the Federation for the consideration of Executive Committee or General

Council as the case may be.

(viii) Present duly audited statement of accounts of the Federation at the Annual General Meetings of

the Federation with the approval of the Finance Committee

(ix) Carry out his work with the help of the Finance committee.

(x)  The treasurer of the federation shall be the CPIO of SGFI under the RTI Act 2005.

7. OFFICE SECTARIATE:

The office of SGFI shall be situated at the work place of Secretary General, in this office one additional

secretary, two assistant secretary, three office secretary, three iv class workers, one accountant, one

translator, one computer operator shall be deputed by the secretary general of SGFI. All the work shall be

performed by this team as directed by secretary general. The officials present at this secretariat office

shall have the authority to attend every national school games, national coaching camp, national

orientation training programme, selection trial & all meetings of SGFI auspices in SGFI for the purpose of

co-ordination, proceeding and office work. Any information may be made available by the officials at

SGFI secretariat on behalf of secretary general and their signature shall be valid. All the rules &

regulation booklets, bulletin, result booklet shall published by office of SGFI secretariat. On the direction

of Secretary General all the correspondence shall be made by office of secretariat. Office of SGFI

secretariat shall maintain all the records related to SGFI at SGFI secretariat. The detail information of

SGFI office secretariat shall be maintained in the “Manual of SGFI Secretariat”.

ARTICLE  11

CONSTITUTE COMMITTEE OF SGFI, THEIR POWER & DUTIES

1. Finance Committee

1.  The Executive Committee should constitute a Finance Committee consisting of 5 members as

indicated below :-

(i) The President.

(ii)  The Honorary Secretary.

(iii) & (iv) Two members to be nominated by the Executive Committee itself from amongst its members.

(v)  The Honorary Treasurer   Member Secretary.

2.  The Finance Committee should present the annual budget and also the audited Statement of

accounts of the Federation to the Executive Committee.

3.  It should exercise proper watch over the funds of the Federation.

4.  It should take steps to develop a Reserve fund for the Federation.

5.  It should endeavour to strengthen the finance of the Association by raising funds, collecting

donations gifts and the like.

6.  It should direct the Honorary Treasurer in all financial matters of the Federation.

7.  It should be authorised to incur expenditure from the funds of the Federation in which case ex-

post-facto sanction should be obtained from the Executive Committee.

8.  It should provide funds for various activities of the Federation as may be decided by the 

Executive Committee.

2. SELECTION COMMITTEE:

1.  The Executive Committee should constitute a selection committee consisting of 5 members as

indicated below:

a)  i)  Chairperson : A eminent person having experience in field school sports.

 ii)  Member Secretary: senior office bearers as deputed by Secretary General or President .

iii)  Members : Three eminent person having technical knowledge of sports.

b)  After the approval given by the General Council for the international tour the selection committee

shall conduct the selection process as per provisions mentioned in chapter XVIII Revised

Selection Policy in the Revised Rules & Regulation of Organization National School Games

auspices in SGFI 2011.

2.    Selection committee for its help depute subcommittee during every National School Games in

every discipline and through subcommittee the process of probable selection of players shall be

conducted. The final selection shall be conducted by selection committee during the national

coaching camp or selection trail.

3.  INTERNATIONAL TOUR COMMITTEE:

1. The executive committee shall constitute a international tour committee consisting of 5

members as indicated below :

i)  Chairperson: a eminent person who is the member of General Body of SGFI who has very broad

knowledge & experience in sports.

ii)  Members: 04 any other person deputed by President SGFI.

2.  According to the sports calendar of ISSF, ASSF & ASFF international tour committee shall

prepare a plan of international tour of SGFI school teams and its national coaching camp and

shall get it approved from the general council SGFI. The approved plan shall be sent to Govt. of

India / SAI Bhopal under LTDP for approval.

4.  TECHNICAL COMMITTEE:

1.   The executive committee shall constitute a technical committee consisting of 5 members as

indicated below:

i)  Chairperson: an eminent person who has broad knowledge of school sports rules & regulations

and other sports federation rules & regulation.

ii) Members: 04 any other persons having good knowledge of school sports rules & regulations.

2.  The technical committee shall update the latest revised rules & regulation of those games which

are recognized by SGFI, generate & form the rules & regulation of new games, to conduct clinic

for all games auspices in SGFI, before National School Tournament conduct national 

orientation training programme, conduct test & exams and on the base of results provide grades

to referees / umpires. To update general rules & regulation for the organization of National School

Games auspices in SGFI. To update all the rules & regulation print in bulletin & also upload the

same on SGFI website. To prepare the match fixtures for all games. To prepare the referee panel

on the base of application & experience of referee.

5. LEGAL COMMITTEE:

1.  The executive committee shall constitute a legal committee consisting of 5 members as

indicated below:

i) Chairperson: a eminent person who has best knowledge of legal matters.

ii) Members: 04 any other persons having knowledge of legal matters.

2.  The legal committee shall examine all the court cases of SGFI and give its advice. To be present

at hon'ble court where there is hearing of court case related to SGFI. To appoint advocate and to

monitor every court case of SGFI.

6. ADVISORY COMMITTEE:

1.  The executive committee shall constitute a advisory committee consisting of 5 members as

indicated below:

i)  Charperson: a eminent person who has broad knowledge of school sports, SAI, international

sports, other federations and of legal matters.

ii)  Members: among 4 members 1) have the knowledge of school administration,   2) should have

experience in SAI, 3) should have experience of international Tour & other sports federation and

4) should have experience in legal matters.

2. The advisory committee shall give advice when asked by executive committee or by general

council in matters related to school sports & youth affairs, SAI, International championships,

other sports federation and legal matters.

7. ADVISORS:

The general council shall depute of 2 advisors of SGFI who shall have the knowledge of school

sports administration & legal matters.

As per the approval of President SGFI the above committee chairpersons, members & advisors may be

called to attend the general council meeting as a subject matter specialist. The TA DA of these

Chairperson / members shall be borne by SGFI as per norms of chapter XXI in revised rules & regulation

of SGFI 2011.

 ARTICLE  12

President, Secretary General and Treasurer will be the Ex. Officio-members of all the Sub-committees.

 


 

 

 

 

 

ARTICLE  13

Meetings :

1.  The ordinary meeting of the General Council shall be held once a year. The meeting will transact

the following items of business.

(i)  Confirmation of the minutes of last General Council Meeting.

(ii)  Adoption of annual report.

(iii)  Adoption of audited statement of accounts.

(iv)  Consideration and adoption & approval of the budget for the ensuing year.

(v)  Election of office bearers and members of the Executive Committee (Once in four years only).

(vi)  Appointment of Auditors, deputation of chairman & other members of different committee as

mentioned in Article 11 (1),(2),(3),(4),(5),(6) & (7).

(vii)  Consideration of the amendments of the constitution, if any.

(viii)  Approbation of additional secretary, assistant secretary, office secretary & other staff as deputed

by secretary general mentioned in Article-8(6). Any other business for which 30 days notice has

been given.

2.  Notice specifying the date, time and place and giving the agenda, of the meeting shall be sent by

the Honorary Secretary General to all members of the General Council atleast 60 days before the

date of the meeting.

3.  Extra ordinary or special meeting of the General Council and of the Executive Committee shall be

summoned by the Honorary Secretary upon requisition in writing from 2/3rd of the members

specifying the nature of the business to be transacted.

4.  In case of emergency, the Executive Committee shall have the power to authorise the Honorary

Secretary General to call a special meeting of the Executive Committee, General Council to

consider any urgent business.

5.  Notice of meeting of the Executive Committee with the agenda shall be sent by the Honorary

Secretary General atleast 15 days before the date of meeting specifying the date, time and place

thereof. In case of emergency 10 days notice will be sufficient for the Executive Committee and

25 days for the General Council Meetings. :

6.  Votes at all meetings shall be cast by ballots by the members present and decisions shall be

taken by a simple majority vote except in the case of amendments to the constitution in which

case 2/3rd majority will be necessary.

7.  If, for any reason, whatsoever, the Honorary Secretary General fails to call any meeting of the

General Council or of the Executive Committee within 2 (two) months of the date of requisition,

the requisitions themselves shall have the right to call such a meeting on proper notice at the

official headquarter of the Federation.

ARTICLE  14

Quorum

(i) One third of the total members shall form the quorum in General Council and Executive

Committee Meetings, and other Committees and Sub-committees.

(ii)  If a meeting is adjourned for want of quorum, the adjourned meeting shall be held at the same

place after 15 minutes. There shall be no necessity of the prescribed quorum for such adjourned

meetings.

 ARTICLE  15

Amendments:

No amendment shall be made to the constitution except at the Annual General Meeting or Special

General Meeting of the Federation for which 30 days notice has been given to the Secretary General and

adopted by 2/3rd of the number of members present.

ARTICLE  16

Votes   Postal or Telegraphic votes may be taken with permission in writing of the President by the

Honorary Secretary General on urgent matters when it is not possible to call a meeting. The record of

each such vote shall be placed before the next meetings of the Executive Committee or Council for

ratification.

ARTICLE  17

TA/DA Allowance, Remuneration & conveyance (Petrol Expenses)

Members of the Executive Committee and the General Council of the Federation who represent various

States or Centrally sponsored areas should draw their T.A. and D.A. from their respective Governments,

as per rules in force in their respective States or Areas for attending meetings of the General Council,

Executive Committee, Special Committee, and attending National Meets. Patron in chief, President,

Honorary Secretary General and Hony. Treasurer shall draw T.A. & D.A. from the funds of the

Federation, if not drawn from any other source.

Officials from office of secretariat, Observers and Members of the all Committee chairperson & members

shall be eligible for T.A. & D.A., remuneration, conveyance (Petrol Expenses) from the funds of the SGFI

for such specific assignments as may be entrusted to them. The rates of T.A. and D.A., remuneration &

conveyance (petrol expenses) shall be framed by the Executive Committee of the Federation and the

Members eligible for T.A. & D.A., remuneration & conveyance from the Federation should be required to

submit their claims in the form to be prescribed by the Executive Committee. Such claims should be

sanctioned by the President or Secretary General before releasing the amount of T.A. & D.A.,

remuneration & conveyance by the Honorary Treasurer to the members concerned. The Secretary

General may also authorise payment of T.A. & D.A., remuneration & conveyance to any members of its

Council / committee or SGFI secretariat staff or any other person or official in connection with the affairs

of the Council or work assigned by this General Council, Executive Committee, President or Secretary

General if it is satisfied that he is not eligible for claiming such amounts from other sources. The rate at

which such claims should be approved may be decided by the Executive Committee. If any affiliated unit

organizes the national school games in their state then in such case as per the written orders of secretary

general and according to chapter XXI of revised rules & regulation of organization of national school

games the organizer shall bear the amount of TA DA, remuneration & conveyance for the officials

deputed by SGFI during the tournament. The rate of TA, DA, Conveyance, Remuneration of SGFI

officials of SGFI secretariat will as per the Article-8 of “Manual of SGFI Secretariat”.

ARTICLE  18

In all matter which have not been specially legislated for, the decision of the Executive Committee of the

Federation shall be final and binding. The interpretation of the article of Constitution, rules etc. by the

Executive Committee shall be final.

 MISCELLANEOUS

1.  The organizing committee is responsible for participant's accommodation & transport

arrangements during the tournaments and all technical arrangements in connection with the

event.

2.  All the affiliated units of the Federation will be required to shoulder the responsibility of holding

National/Regional Schools Meets in their jurisdiction according to the annual calendar to be

prepared by the Federation before the commencement of the year. A member State/affiliated

Centrally Sponsored area will have to bear expenditure on account of technical arrangements,

residential arrangements, transport, contingency, conveyance (petrol expenses), remuneration

and T.A. & D.A. of the President, Honorary Secretary General, Honorary Treasurer, members of

the Technical Committee and other officials of the Federation deputed by it. It is mandatory for

organizing units to fulfill the terms & condition in Annexure-3 issued by General Council SGFI.

3.  The participating States shall bear expenditure of their players on account of travelling, uniform,

boarding, registration fee, miscellaneous expenditure during journeys. It is mandatory to for

every participating team to fill their official entry form on the official website of SGFI. As per the

rules of SGFI after clicking on the “confirm & print” button and taking out the print of official entry

form along with Agreement Annexure-4, signed by competent authority of affiliated unit, coach &

manager and submit the documents as per Annexure 4 (para 11) at the control room situated at

the venue of tournament, which is mandatory. Each participant units must have insurance for all

members of delegation. Concluding compulsory insurance cover particulary health, accident &

travel insurance for all members of its delegation by participating unit in National School

Championships.

4.  A State may establish State Schools Sports Association in which case the State should nominate

a representative of the State Schools Sports Association on the General Council of the

Federation along with the other nominee.

5.  The National School Meets should be organised in three or four groups to reduce the number of

participants at each such meet and to avoid difficulties to providing accommodation and making

other arrangements of the participants. If so decided by the Federation, Zonal Meets may have to

be organised preceeding the National Meets with the object of widening the scope of competitive

sports and classifying players into performance groups.

6.  The Secretary General will appoint a Observer, a technical officer in each disciplines & referee in

each discipline as needed & also Technical Committee for each National School Games or sport

included under its programme. Such a Technical Committee should consist of qualified coaches

and officials to plan and organise Zonal/ National Meets. A representative of the National

Federation of Games and Sports may also be invited for the purpose.

7.  The Federation will maintain a panel of Coaches and referees whose services can be utilised in

organising the various National School Meets.

9. The Federation shall establish a Sub-Committee consisting five members who shall be eminent personalities of sports to spot out talents from amongst the competitors at National Meets. Once such talents are spotted out, the Federation will persue the work of ensuring facilities for improving their standards with the help of Govt. of India, Ministry of Youth Affairs & Sports and the State Government concerned. Annual Coaching Camps will also be organised for such talents as well as for participants of the National Zonal Meets.

10. The Federation shall take all possible steps to develop facilities for organising National Coaching Camps, Refresher Courses, Clinic, National Orientation Training Programme, Test & Gradation and developing a Sports Complex subject to availability of funds from SGFI resources or receipt of Central Government and State Government grants.

11. Details regarding participation in International Meets, preliminary arrangements for selection and deputation of the School Games Federation of India teams abroad, will be finalized by the Executive Committee of the Federation for which purpose special sub- Committees may be appointed by the Executive Committee.

12. The Federation shall frame rules & regulation and bye-laws for the organization of National School Games / Competition & also from the rules & regulation of different disciplines recognized by SGFI, which shall be circulated amongst the members from time to time. 

13. All the National School Championship / Tournaments shall be organized according to the Revised Rules & Regulation of the Organization of National School Games auspices in School Games Federation of India 2011.

ANNEXURE – 3

Terms & Condition for organization of National School Games (Championship / Tournament)

1) Organiser hereby agree with the Rules &Regulations for organization of National School Games auspices in SGFI as  mentioned in the provisions  (¡.e. Chapter 1 to XXVI ) approved by General Council Meeting held on 28th May 2011 at Panaji Goa.

2) The basic infrastructure facilities are available at the proposed venue according to the event to be organized as per SGFI rules & regulation.

3) The national level excellent playground and all the equipments is available at the venue proposed according to the norms of the event .

4) Excellent lodging / boarding facility would be provided to all the participating players, coach, manager of the affiliated units and officials deputed  by SGFI at the proposed venue. Sufficient number of the clean rooms with proper ventilation and light and clean toilets will be available. The participating players would  be provided with bed rolls, blanket, mosquito nets etc. Clean and hygiene drinking water would be available at both the places, viz. Accommodation place and the playground.

5) All the schedule information and other details of tournament will be intimated to SGFI office & all affiliated units and also upload the same in out official website before two months prior to the tournament. Organiser agree  to that if the said information is not intimated to SGFI office before two months prior to tournament by us, then SGFI has full rights to disapprove the said schedule of championship. Organiser also agree that without approval of SGFI organiser will not pre –pone or post –pone the championship schedule.

6) All the technical & general information  will be provided to the coaches, manager and players at the reception. The transportation facility will be provided by the organizer from bus stand / railway station  to the boarding place and there to the playground. The responsibility to leave the players to the station after the closing will also be borne by the organizer.

7) The organizer will be responsible for the  security of all the players, coaches and managers. Lady police will be arranged for the girls accommodation, specially and whole security of the players at the playground will be organizers commitment.

8) Medical facilities and doctors will be made available on playground and accommodation. Ten nos. Beds will be reserved in the Govt.  Hospital specially for the players for emergency. 9) The matches will be organized as per the norms and rules  regulations of SGFI. The matches will be conducted following all the norms of SGFI along with impartial umpiring, as per provisions mentioned in the rules & regulations of SGFI. Organiser further specially agree that the referee / umpire / judges for each tournament will be deputed only after the approval of SGFI ‘s observer or representative of S.G.F.I. The TA / DA & match remuneration of referee appointed by S.G.F.I. will be paid by the organiser according to the norms of S.G.F.I. mandatory.

10) Separate accommodation would be provided for the observer, technical officer and officials appointed by SGFI. The TA-DA will be paid by the organizer to them according to the norms of SGFI as per norms mentioned in chapter XXI

11) Match fixture will be drawn in front of coaches and manager one day before of the tournament in case if the match fixtures are not decided by S.G.F.I. 12) The medical tests would be conducted for the age verification as  per the guidelines of GOI, MYAS and provisions mentioned in the chapter XIV & XXIV of Rules & Regulations for organizations of National School Games.

13) All the measures will be taken during  the tournament against age fraud as per GOI, MYAS guidelines. Organiser will take proper action about prevention of sexual harassment of women during the tournament as mentioned in the chapter VII (l)

14)  All the measured/ efforts will be taken to conduct Dope Free tournament as per GOI, MYAS guidelines. Organiser will decide the penalty for indiscipline cases during the national school tournament under the rules of S.G.F.I. 

15) During tournament, as per the norms of SGFI everyday meeting of Chief De mission & Coach will be conducted. In said meeting all the problems of the participating teams will be discussed and sorted –out same day and match schedules for everyday will be provided to the coaches.

16) Organiser will organize a clinic for the technical officials & referee /judges/ umpires one day before starting the championship for their refresher & orientation. Organiser will also conduct practice session one day before the tournament. 

17) All the records related to the tournament like official entry form, eligibility certificate, match fixtures, official duties, score sheet, match referee/ technical report, protest record, non-qualified / absent players record will be maintained.  Which will be provided by organiser under the RTI act 2005. All such records will also be provided to SGFI office within one week in soft copy (DVD ) & Hard copy.

18)  All the protest cases will be dealt same  day through jury of Appeal. All the cases of misconduct by participated players, coaches & managers will be dealts by the Disciplinary Committee same day and decisions will declared to concerning state and SGFI office.

19) In the month of July & August 4 days National Orientation Training Programme shall be conducted by organising unit of National School Games for unit/state/UT for new games. In which two official from each affiliated unit of S.G.F.I. shall be present at the venue decided by organiser and shall obtain the training. The lodging, boarding & training expenses shall be borne by organising unit.

20) In the month of July organising unit shall prepare new rules & regulation of above mentioned new games according to age category under -14,17,19 Boys & Girls and send the same to S.G.F.I. office for its approval of technical committee of S.G.F.I. and to all the affiliated units of S.G.F.I. 

21) In the month of July organising unit shall prepare the format of official entry form for new games in regard to National School Tournaments and send the same to S.G.F.I. office.

22) Only the fulfillment of above mentioned conditions by the organizing unit, the S.G.F.I. will consider the approval of final dates of National School Games of new games.


Annexure-4

AGREEMENT, SUBMISSION DOCUMENTS & ONLINE ENTRY FORM INSTRUCTION

The Affiliated unit of the team which will be participating in the National School Games shall undergo an agreement with S.G.F.I. which shall be done by the competent authority during filling the official entry form’s sign in page. The agreement will be as follows:

I hereby agree to the following terms & conditions governing the online official entry from process of participation in 57th National School Games 2011-12 auspices in S.G.F.I. 

1. I have gone through and understood the contents of information brochure and eligibility criteria prescribed there in. I shall abide by rules & regulation and online official entry form process of participation in 57th National School Games 2011-12 as specified in the information brochure, rules & regulation of organization of National School Games which was approved in General Council meeting held on 28th May 2011 at Panaji Goa.

2. I certify that the eligibility of players who’s official entry form is being filled has been fulfilled according to the rules of championship and also certify that these players are students of class 8th / 10th / 12th or below (strike out whichever is not applicable).

3. I declare that each one of our team’s players are born on or after date 01.01.1993 / 01.01.1995 / 01.01.1998 and hence they are eligible to participate in their respective age group.

4. I know that during verification of documents at the time of reporting, if any discrepancy is detected in original document including name, father’s name, date of birth, class, admission number, school name, eligibility and gender, then my unit’s team / players Participation will be liable to be cancelled.

5. I declare that I am aware that in the process of filling online entry form after me completing the entry once I click on confirm & print button then I cannot make any correction at my end and this would be considered as final entry and accordingly S.G.F.I. will make the participation of such players and on the base of this the Identity Card, Participation Certificate, Merit Certificate will be issued by S.G.F.I. 

6. I know that the personal information provided by me is genuine & authentic.

7. I am aware that for the participation in National School Championship in which our team is participating we have to fulfill all the required eligibility criteria for age & class in which the candidate is a regular student. 

8. I declare that I will not disclose or share the password & code with anybody. I understand that I am solely responsible for safeguarding my password & code and S.G.F.I. is not responsible for any misuse of my password & code.

9. I declare that, I shall be responsible for the safety & comfort of players of my team during their travel from their home to the venue of tournament and back to their home. The travel ticket expenses and the expenses during travel will be borne by our unit.  The food expense shall be completely borne by our unit during the tournaments including travel period. Our unit shall bear the expenses of kit, dress, etc provided to the players. Our unit shall provide medical facilities to our team’s players. Our unit will also provide medical & accidental insurance to our team’s each and every player & member. 

10. I declare that I am very well aware of the fact that if any player is absent in tournament after filling the online official entry form then it has to be intimated to organizer in writing in control room. If I fail to do so then I shall be liable for legal action under fraud case. 

11. I hereby declare that I shall submit the following documents along with the printout of the official entry form which will be obtained after clicking on the confirm & print button. The print out of official entry form shall be signed by the competent authority, coach & manager and with three copies of the same the following documents shall be submitted by chief-de-mission in the  control room situated at venue of tournament  mandatorily before one day prior to National School Games:

1. Covering letter with authority letter (which is obtained after clicking confirm & click button along with official entry form):  Signed by the competent authority whose specimen signature was sent to S.G.F.I. office by the competent authority at the time of annual recognition. - (One) 

2. Eligibility certificate: Separate eligibility certificates of each & every player of the team issued by the school in which the player is studying and should have the signature of Principle / Head Master of school and further countersigned by the competent authority of the unit. - (Triplicate) 

3. Birth certificate: Separate Birth certificates of each & every player of the team attested by Gazetted officer. Only the certificate issued by the Statistic Department of state/UT Govt. /Central Govt. or Municipal Corporation shall be acceptable. - (Triplicate) 

4. Previous year final exam mark sheet: Separate Mark sheet of each & every player of the team, attested by the Gazetted officer. - (Triplicate) 

5. Registration + certificate + ID card fees: @ Rs. 60/- per player.

The print out of official entry form along with above mentioned agreement & documents shall be signed by the competent authority, coach & manager and with three copies of the same, should be submitted by chief-de-mission in the control room situated at venue of tournament , one day before to National School Games.
